Answer
Organized industrial zones are governed by Law No. 4562 on Organized Industrial Zones; parcels are allocated for setting up industrial facilities, and procedures such as zoning, building permits and occupancy permits are handled by the zone directorate. Industrial sites, by contrast, are mostly established by cooperatives or private initiative and bring small and medium-sized businesses together; licensing goes through the municipality.
The difference matters when buying or renting: in an OSB, transferring or leasing a parcel and the permitted activity depend on the zone management's rules. Having "organized" in the name does not make a place an OSB; Büsan, for example, is listed officially as an industrial site.
