Answer
It is an exceptional route. The legal basis is Article 12 of Law No. 5901 and Article 20/2-b of its Implementing Regulation. In 2026 the requirements are an investment of at least USD 400,000 or the equivalent in foreign currency, a 3-year no-sale annotation on the title deed, a determination by the Ministry of Environment, Urbanisation and Climate Change, and a Presidential decision. There must be no national security or public order obstacle.
After 12.12.2023 the property must have a condominium title or construction servitude, or be a plot with a building on it. Vacant plots, agricultural land and timeshares do not qualify. Payment is proven with the DAB and a bank transfer to the seller; the amount is confirmed by the TTB. A spouse and minor children can be included in the same file.

İnterkon Realty Group does not promise passports; it separates the eligible property type, the annotation and the payment arrangement.
