Answer
Under the Fees Law No. 492, the total title deed fee on a sale is 4% of the declared price; as a rule, 2% is paid by the buyer and 2% by the seller. The parties may agree on a different split, but joint liability towards the state remains. On top of this come the revolving fund fee, DASK, translation, power of attorney and, where applicable, TTB and lawyer fees.
A buyer comparing it with the Norwegian dokumentavgift may find 4% high. The real deviation, however, is not the fee but under-declaration. Under-declaring creates a tax risk and damages citizenship or residence files. The amount converted under the DAB is reflected in the fee base in the official deed.
From 1 October 2026 the purchase price is paid into a blocked account through the Secure Payment System and is not released to the seller until the title transfer is complete.
