Is a valuation report mandatory for every purchase by a foreigner?

Answer

No. With Land Registry (TKGM) Circular 2024/4, the general valuation requirement for foreigners' title deed transactions outside the citizenship route was lifted. Mortgage files, transactions where the authority requests one, and the TTB certificate for citizenship are separate matters. For citizenship, the amount is confirmed via TADEBİS/TTB; inflated reports are rejected.

A buyer from Norway should not carry their home-country survey habit into every title deed. An agent's preliminary valuation, a bank appraisal and a TTB are three separate things.

İnterkon Realty Group produces a market range with its Instant Valuation tool; it does not present this as a substitute for a TTB or bank report.
