Answer
In a standard purchase it is not completely prohibited. Article 35 of the Land Registry Law also allows plots and fields. There are two separate regimes:
In a standard purchase of undeveloped land, the foreign buyer must submit a project to the relevant ministry within 2 years. If it is not submitted, or the approved project is not completed on time, the property is liquidated and the proceeds are paid to the owner. For agricultural land, a permit from the Provincial Directorate of Agriculture is also frequently required.
For citizenship, after 12.12.2023 vacant plots, agricultural land and timeshares no longer fall within Article 20/2-b of the Regulation. Citizenship requires a condominium title (kat mülkiyeti), a construction servitude (kat irtifakı) or a plot with a building on it.
A buyer from Sweden who thinks “the land is cheap, zoning will come later” takes on speculation and liquidation risk.
İnterkon Realty Group treats plots and fields separately from housing. It never writes an undocumented “it will be zoned tomorrow” into a file.
